PSA Mission

The Washington State Public Stadium Authority (PSA) is the public agency overseeing the interests of Washington’s residents by monitoring the construction and operation of Qwest Field and Event Center. The PSA was created by Referendum 48 as the public owner of Qwest Field and Events Center. Their mission: “to select a site for and then design, build, own and operate a world-class public football/soccer stadium and exhibition center for the benefit of all Washington state citizens.” In pursuit of this mission, the PSA worked to ensure that Qwest Field and Event Center was built as efficiently and economically as possible.

The Stadium Art Project

Wishing to add elements of diversity and culture to the Seahawks Stadium and Exhibition Center and its neighborhood, First & Goal Inc., the project’s private partner, contributed $1.75 million to create the Stadium Art Program. In 1998 a request for qualifications yielded a total of 254 responses from around the United States and Canada. After reviewing the full range of submissions, the 11-member Art Selection Committee chose 12 artists and projects for commissions. The committee, approved by the Public Stadium Authority Board, included artists, arts professionals, representatives of the project’s surrounding neighborhoods, a representative from eastern Washington, the Vice-Chair of the Public Stadium Authority Board, and a representative from First and Goal, Inc.

The guiding mission of the art program was to:

  • Engage both regional and national artists to create artworks that capture the public’s interest and imagination;
  • Develop a collection that will serve as a destination for visitors from around the world;
  • Represent a diverse range of cultural and artistic perspectives;
  • Create a collection that will be a source of pride for the entire region.

Community Partnerships

One of First & Goal's highest priorities has been timely, productive interaction with neighboring residents, businesses, and other interested parties. This commitment to open discussion has produced a spirit of collaboration and camaraderie among participants, with few complaints about the project—a testament to the success of these efforts.

Community Partnership Forum Meetings
First & Goal and the Public Stadium Authority conduct regular Community Partnership Forum (CPF) meetings to offer status reports, discuss issues and solicit feedback from South Downtown community residents and businesses, as well as city officials.

At these meetings, updates are provided on a range of construction and operations issues. Neighborhood Action Agenda items are discussed and prioritized and grant proposals for the South Downtown Foundation are presented to elicit ideas, suggestions and comments. FGI and PSA staff co-chair the meetings and directly respond to questions or provide immediate follow-up to concerns. The CPF provides an opportunity for the three communities to discuss shared priorities and develop coordinated advocacy and marketing strategies, resulting in improved relationships and collaboration.
